An 11-state case lifecycle from Open through Investigating, Notice Sent, Citation Issued, Hearing Scheduled, Fine Due, Abatement Ordered, Lien Filed, Court Referred, Resolved, and Closed. Citizens report violations through the portal with photos and location. Staff investigate and document with field inspection records. The system tracks fine ledgers with running balances (fines, penalties, payments, adjustments, abatement costs), detects repeat offenders (>2 violations in 12 months), and auto-generates lien numbers. Cases can escalate directly to Municipal Court.
