Handles four application types — variances, conditional use permits, rezonings, and site plans — each auto-numbered (ZA-YYYY-NNNN) and tracked through submitted, under review, hearing scheduled, and approved/denied/tabled/withdrawn statuses. Public hearings are scheduled before planning commission or city council with staff review recommendations. Integrates with the Permits and Licenses modules for zoning compliance validation.
